Head of the Department of Trade in Services and Commercial Services of the Ministry of Commerce on Services Outsourcing from January to December 2020

2020 has witnessed fast and sound development of China's service outsourcing industry and rising international influence of "China services". In breakdown, the executed value of offshore services outsourcing topped USD 100 billion for the first time, driving service exports up by 3.8 percentage points, hitting the target set by the "Thirteenth Five-Year Plan". The main features are as follows.

In terms of size, in 2020, Chinese companies undertook services outsourcing contracts worth 170.27 billion yuan (the same currency below), and executed 1,211.32 billion yuan, up by 8.4% and 13.3% respectively. In breakdown, the contractual value for offshores services outsourcing amounted to 973.89 billion yuan, and executed value 730.2 billion yuan, up by 5.8% and 11.4% respectively. (In dollar terms, Chinese companies in 2020 undertook services outsourcing contracts worth USD 246.23 billion and executed USD 175.35 billion, up 4.5% and 10.9% respectively. In breakdown, the contractual value of offshore services outsourcing stood at USD 140.41 billion and the executed value reached USD 105.78 billion, up 1.1% and 9.2% respectively). The development target of exceeding USD 100 billion set by the "13th Five-Year Plan" has been accomplished.

In terms of structure, ITO and KPO grew fast. In 2020, Chinese companies executed offshore ITO and KPO worth 320.41 billion yuan and 292.14 billion yuan respectively, an increase of 10.7% and 17.9%. Chinese companies executed BPO offshore worth 117.65 billion yuan, down by 0.6%. The executed value of offshore integrated circuit and electronic circuit design reached 49.09 billion yuan, up by 41%; executed value of offshore pharmaceutical and biological technology services reached 48.81 billion yuan, up by 25%.

In terms of market, in 2020, Chinese companies executed services outsourcing from the US worth 155.06 billion yuan, up by 17% year-on-year. The executed value of offshore services from Hong Kong SAR and the EU stood at 119.83 billion yuan and 117.68 billion yuan, an increase of 5.7% and 5.8% respectively. The top three markets of the United States, Hong Kong SAR and the EU accounted for 53.8% of China’s offshore service outsourcing turnover. Chinese companies executed offshore services from Belt and Road partner countries worth 136.06 billion yuan, up by 8.9%.

In terms of region, in 2020, the executed value of offshore outsourced services in the Yangtze River Delta grew by 13.3% year-on-year to 367.86 billion yuan, accounting for 50.4% of national total. The executed value of offshore services in the Beijing-Tianjin-Hebei region and the Guangdong-Hong Kong-Macao Greater Bay Area grew by 8.6% and 1.8% year-on-year to 69.77 billion yuan and 83.88 billion yuan. The 31 demonstration cities of outsourcing performed offshore outsourced activities worth 603.95 billion yuan, up by 8.3% year-on-year, accounting for 82.7% of the national total. It is worth noting that, driven by the construction of the Hainan Free Trade Port, in 2020, Hainan undertook and executed offshore services outsourcing worth 200 million yuan, up by 751.7% year-on-year.

In terms of entities, in 2020, private businesses undertook offshore services outsourcing worth 182.56 billion yuan, up by 20.9% year-on-year, 9.5 percentage points higher than the national average. Foreign-invested enterprises undertook offshore service outsourcing worth 318.75 billion yuan, up by 4.2% year-on-year, accounting for 43.7% of the national total.

In terms of job creation, by the end of 2020, China's services outsourcing sector had created 12.909 million jobs, including 8.193 million workers who have at least obtained a bachelor’s degree, accounting for 63.5% of the total. In 2020, the service outsourcing industry created 1.19 million new jobs, including 692,000 workers who have at least obtained a bachelor’s degree, accounting for 58.2% of the total.
